          Subject: The Administration of the Contract Compliance
                    Program Has Shown Improvement (HRD-82-8)

          The results of our review of the Office of Federal Contract
     Compliance Programs' (OFCCP) implementation of the contract com-
     pliance program since the 1978 consolidation of compliance agen-
     cies' functions into the Department of Labor are discussed in the
     enclosure to this letter. Although our work was done only at
     headquarters and two regions, we believe the problems identified
     may be applicable in other regions. Some of our findings
     correspond to results of studies by OFCCP.

          In general, OFCCP experienced some problems after the Pres-
     ident's Reorganization Plan No. 1 of 1978 transferred the com-
     pliance program functions to it in October 1978. Some of the
     problems have been resolved, and most of the others are being
     addressed by OFCCP. However, we found some instances in which the
     contract compliance manual was not being followed by field staff
     when conducting compliance reviews. The standardization and
     uniformity of compliance reviews was an issue that both the Pres-
     ident's Civil Rights Task Force and we have addressed, and an
     issue where improvement is needed. We discussed the results of
     our work with OFCCP officials, and their comments are included
     where appropriate.

          This report contains a recommendation to you on page 10 of
     the enclosure. As you know, section 236 of the Legislative Re-
     organization Act of 1970 requires the head of a Federal agency to
     submit a written statement on actions taken on our recommendations
