GAO found that this Office --used sole source awards without ad- equately justifying their use, --seldom evaluated awardees before renew- ing their awards, --rarely evaluated or negotiated award pro- posals adequately before funding them, and --inconsistently and inadequately moni- tored awardee performance to insure award terms were met.
