Report To The Congress

OF THE UNITED STATES

U.S. Laws And Regulations Applicable

To Imports From Nonmarket

Economies Could Be Improved

For political and economic reasons, the
United States trades with countries whose
economic systems, unlike ours, are under cen-
tralized government control. Because of these
differences, U.S. laws designed to protect do-
mestic industry from unfair or disruptive im-
ports are difficult to apply to these non-
market, principally Communist, countries.

This report discusses how these laws and their
implementing regulations could be improved
to make them more effective and easier to
administer while protecting domestic indus-
tries.
