Mission And Federal Role Need

Congressional Clarification



-I he Cooperative Extension Service has ex.
paraded into new and more socially oriented
proqrarms from its original focus on agricul,
lure and home economics programs in primar-
Ily rural areas. As demands for its services
have increased, disagreements have arisen over
what its mission should be. The U.S. Depart-
ment of Agriculture's role in providing overall
program leadership and guidance and in eval-
uating extension activities is also not clear.

Because the Extension Service's resources are
limited ($700 million in 1980) and demands
for its services are increasing, GAO recom-
mends that appropriate congressional com-
mittees examine the Cooperative Extension
Service's mission, including the appropriate
Federal role.
