More Can Be Done To Measure HUD's

Success In Using Millions Of Dollars

For Rehabilitating Housing


Responding to recommendations in a Decem-
ber 1979 GAO report on housing rehabilita-
tion, the Department of Housing and Urban
Development changed its Community Devel-
opment Block Grant Program and Section 312
Rehabilitation Loan Program to: (1) encour-
age communities, through technical assistance
efforts, to use more cost-effective alternatives
to direct grants in assisting homeowners with
housing rehabilitation, (2) minimize the use
of rehabilitation funds for refinancing home
mortgages, and (3) give higher priority to low-
and mnderate- income borrowers.

While these changes should save or permit
better use of millions of housing rehabilitation
dollars annually, HUD does not have reliable
information on the effects achieved by the
changes. GAO recommends that HUD set
performance standards and compare them
with reliable management data for measuring
how successful its actions have been and for
determining what, if any, additional actions
are needed to implement the changes GAO
had recommended.
