More Can Be Done To Improve

The Department Of Agriculture's

Commodity Donation Program


Better management of the Department of Ag-
riculture's $1 billion commodity donation
program is needed. Schools, programs to feed
the elderly and the needy, and other recipients
often receive the wrong quantities and kinds
of food. Also, food is delivered at times when
it cannot be effectively used.

Some argue that use of a cash or letter-of-credit
voucher system would be more effective than
commodity donations, but GAO believes that
it has not been shown that these alternative
approaches would solve all the program's ills.

GAO recommends improvements in the ad-
ministration of the commodity donation pro-
gram and suggests that pilot testing of the
alternative systems, as provided in a December
1980 law, should provide needed data on their
advantages and disadvantages.
