Although regulatory agencies have improved the coordination of their rulemaking efforts, further improvements are possible. The costs associated with concurrent regu- latory requirements should be assessed. Po- tential conflicts and overlaps should be identified and resolved. Closer working re- lationships should be established between Federal, State, and local regulatory author- ities.
