Fraud against Government programs is wide-
spread. It undermines the integrity of Federal
programs and makes people lose confidence in
public institutions.

Good systems of internal controls would pre-
vent much of the fraud, or at least detect it
sooner. However, controls over Federal pro-
grams are often inadequate, nonexistent, or
ignored.

Most fraud is undetected. For those who are
caught committing fraud, the chances of being
prosecuted and eventually going to jail are
slim. Further, agencies do not always use the
administrative actions available to deter per-
sons from committing fraud. The sad truth is
that crime against the Government often does
pay.

Agency inspectors general and the Department
of Justice are making progress in the fight
against fraud. However, more needs to be done
to prevent fraud and to punish those who com-
mit fraud.
