Rather than actively furnishi ng newspapers with lists of
individuals due undeivered refui.d checks, II'S in most of its
districts passively makes the list:s available to newspapers.
IRS made lists available to newspapers in 1978, 1979, and 1980
and plans to do so annually on a continuous basis. In passively
making lists available to newspapex s, IRS has had mixed results
in getting them to publish the lists and has been more successful
