Should Assess Less Costly Ways To

Comply With Regulations


T,,his report explores the economic impact of social
and environmental regulations on the construction
6f Federal water resources projects. It discusses the
oncerns agencies that plan construction projects
and contractor officials have about regulatory costs
Ond burdens and presents case studies of compliance
practices in three regulatory areas: fish and wild-
ife conservation, cultural properties protection,
nd employment of women in construction.
he construction agencies should make a greater ef-
!ort to determine the costs, benefits, and risks of al-
ternative ways to comply with regulations in order
1o achieve regulatory objectives more economically
nd effectively. Insufficient information of this type
a s being obtained.
( AO makes recommendations for ensuring that
     --the construction agencies evaluate alterna-
     tive methods of regulatory compliance and
     --the Water Resources Council develops eval-
     uation techniques for the guidance of con-
     struction agencies.
