BY THE COMPTROLLER GENERAL

Report To The Chairman

Committee On Appropriations

United States Senate

OF THE UN ED STATES

Further Federal Action Needed To Detect

And Control Environmental

Contamination Of Food

The Food Safety and Quality Service and the
Food and Drug Administration took much
longer than necessary to identify the presence
and source of chemical contamination in a
case involving polychlorinated biphenyls in
chickens and other food in the Western States
in 1979. These agencies and the Environ-
mental Protection Agency have taken several
actions to prevent similar incidents or to deal
more effectively with such incidents if they
occur in the future.

The agencies have implemented many but not
all of GAO's previous recommendations con-
cerning the control of chemicals in the na-
tion's food supply and in the environment.
Additional action, which the Office of Tech-
nology Assessment has suggested, is needed
to clearly define which agency will assume
the leadership role in future contamination
situations.
