Dear Mr. Chairman:

     Subject: The pepartment of Housing and jrban Development's
                Privacy Act Systems of Records(LCD-81-10)

     Your January 16, 1980, letter requested that we review
the way the Department of Housing and Urban Development (HUD)
has organized and defined its systems of records.

     Specifically, you asked us to (1) compare how HUD and two
other selected agencies--the Veterans Administration and the
Small Business Administration--have organized their systems of
records, (2) provide a breakdown of HUD's accounting records
system, (3) identify the reasons HUD reported fewer systems
than any other cabinet level department, and (4) provide a
breakdown of the changes in agencies' systems of records from
1975 through 1979. Our response to your request is included
in the enclosure. ,

     As arranged with your office, unless you publicly an-
nounce its contents earlier, we plan no further distribution
of this report until 10 days from the date of the report.
Then, we will send copies to the Secretary, Housing and Urban
Development, and to other interested parties and make copies
available to others upon request.
