States' Experience With Beverage

Container Deposit Laws

Sh ows Positive Benefits



In recent years, several States have enacted
laws requiring refundable deposits on beverage
containers. Using data based on the experience
of four states--Maine, Michigan, Oregon, and
Vermont--GAO updated its 1977 estimates of
the impact of a nationwide mandatory deposit
lavq.


As in 1977, GAO estimates that litter, solid
waste, and energy and raw material use would
be reduced. Some industry costs would rise,
bu deposit-related revenue would also in-
crf ase.

Reductions in litter and solid waste are fairly
ce tain outcomes of a mandatory deposit law.
H cwever, the potential magnitude of other
ef ects--reductions in energy and raw material
copsumption and increases in industry costs--
d  'ends on consumer and industry reaction
to the types of containers bought and sold.
