How- ever, these entities have not been effectively inte- grated into the Federal solar program and have not achieved their intended roles. DOE has reorganized its solar program structure to improve, among other things, its management and use of the Institute and the Regional Centers, but it needs to take further actions. Such actions, as a minimum, should in- clude --using the Institute and Regional Centers as its lead institutions for solar energy develop- ment and commercialization, as intended; --improving the planning process for develop- ing the Institute's and Regional Centers' programs and activities; and --monitoring the effectiveness of the Depart- ment's reorganization of its solar program with regard to integrating the Institute and the Regional Centers into the Federal solar program and using them as lead institu- tions. 113374 EMD-80-106 C0u 1 AUGUST 18, 1980 Ccou V
