Capital Formation In The United States



Capital formation is an essential part of eco-
nomic growth. Job creation and productiv-
ity depend on it. The slowdown in capital
formation and the capital to labor ratio in the
1970s are matters of great concern. Their
long run effects extend to every American.

In this report, GAO defines elements that
help analyze the effect of Federal policies,
programs, and activities on the rate of capital
formation in the U.S. economy.  In the re-
port, GAO provides an analytical framework
for studying and evaluating the process of
capital formation.

Subsequent reports will examine in detail
actions the Federal government could take to
promote a more rapid rate of capital formation.
