Flexible Management: A Must

For Effective Armed Services Recruiting



Policy and resource allocation decisions in the
Office of the Secretary of Defense and the serv-
ice headquarters influence the success of re-
cruiting programs in the armed services. This
report analyzes management factors in the de-
cisionmaking processes: The ability of recruit-
ing managers to
      --obtain resources which are directly
      related to goals established in the
      planning, programing, and budgeting
      system process;
      --counter changes in the prospects for
      meeting recruiting objectives by ob-
      taining budgetary adjustments;
      --quickly determine changes in recruit-
      ing accomplishments and accession
      needs, identify problems, and analyze
      their impact; and
      --counteremerging problems by quickly
      selecting and implementing appropri-
      ate policy adjustments.


The last management factor is the ability of
each service to effectively integrate, coordi-
nate, and control recruiting decisionmaking
processes of its Active, National Guard, and
Reserve Forces.
GAO makes recommendations to improve the
management of service recruiting programs.
