Federal Crime Laboratories Lack

A Clear Policy For Assisting State

And Local Jurisdictions



The Government encourages and assists States
to develop their own crime laboratory capabil-
ities and to decrease their reliance on Federal
laboratories. However, Fed'eral crime labs
have accepted virtually all requests for analy-
ses from State and local law enforcement
agencies, a practice which deters the develop-
ment of State and local laboratory capabil-
ities.

Federal funds for laboratory assistance are
being reduced. An abrupt change in the avail-
ability of Federal laboratory services will have
a detrimental effect among States and on
their criminal justice systems. A clear Federal
policy and a plan for achieving a phased re-
duction need to be developed and commu-
nicated to State and local officials. They need
time to prepare for the increased workload
that will result from the reduced Federal as-
sistance.
