While effective most of the time, the services need to better administer and monitor the use of article 15 to maximize its potential bene- fits. GAO found that disparities in using article 15 can lead to low morale and job performance. Although intended as a minor disciplinary ac- tion, a record of article 15 punishments can stigmatize a service member's career and lead to an involuntary separation with a less than honorable discharge.
