GAO ap- proval of accounting systems is the best indica- tion that an agency's accounting systems will minimize the opportunity for fraud, abuse, and error. This is GAO's tenth report on the status of Federal agency accounting. As of Septem- ber 30, 1979, 186 of 302 accounting systems in the Federal Government had been ap- proved. However, the remaining unapproved systems include some of the largest and most important systems, which account for more than half of the Federal budget. Every year millions of dollars are spent to im- prove agency accounting systems. GAO rec- ommends that the Congress prohibit agen- cies from using funds to implement the de- signs or redesigns of accounting systems which have not been approved by the Comp- troller General.
