Finance And Accounting Operation Over the past several years, employees of the Military District of Washington's Finance and Accounting Office have been found guilty of or have confessed to fraudulent actions involv- ing over $50,000. Also, within a short period of time, the Office made hundreds of thou- sands of dollars of erroneous payments for goods, services, and civilian pay. Further, ac- counting support provided by the Office to organizations located in the Washington area was inadequate because many errors were made in preparing accounting reports. Contributing to the Office's ineffectiveness were breakdowns in its accounting procedures and controls. The Office's most pressing prob- lem is, however, its failure to hire and retain enough competent personnel to perform its as- signed mission.
