Inadequate controls and inaccurate records caused financial and administrative breakdowns. GAO estimates that --84 percent of those billed did not pay, --$18.2 million currently owed will not be collected, --about $2 million that should have been collected was not collected during one quarter of fiscal 1977, and --about 90 percent of the bills were in- correct. In addition, GAO found that the reported loans receivable balance of $149.6 million for fiscal 1978 was overstated by $72.4 million. (In May 1980, the program was transferred to the new Department of Education.)
