The Senate Committee on Finance and the
House Committee on Ways and Means asked
GAO to analyze the Customs Service's use of
a ship's manifest. GAO found that the mani-
fest is a useful document for controlling im-
ports; however, Customs needs to administer
manifest-related penalities in a more consis-
tent, less burdensome manner. Carriers should
be provided with more incentive to report
manifest discrepancies.

This report proposes a new approach for ad-
ministering manifest penalties, which should
provide incentive to carriers to submit accurate
manifests and report discrepancies.
