GAO repeatedly reported during the 1970s that the Bureau of Indian Affairs failed to provide Indians a quality education, and that severe management problems had persisted for years. Recognizing the Bureau's poor per- formance, the Congress enacted title XI of the Education Amendments of 1978 to pro- vide a framework for correcting the severe educational and management deficiencies which have thwarted the delivery of qual- ity education to Indians. The Bureau has responded to title X1 by taking positive steps to correct its defi- ciencies; therefore, a transfer of the Bureau's education programs to the Department of Education would not be appropriate at this time.
