Limited management attention to the system has caused deficiencies which affect its credibility and use. This report recommends a number of ways the Director, Defense Logistics Agency, can ensure that the productivity measurement sys- tem is effectively used by managers. GAO also makes recommendations to the Secretary of Defense, the Director of the Office Manage- ment and Budget, and to the Subcommittee on Defense of the House Appropriations Com- mittee to help ensure that the Agency makes better use of the data in budget requests. 112086 FGMSD-80-41 APRIL 18, 1980
