Agencies When Providing Federal

Financial Assistance Should Ensure

Compliance With Title VI



Title VI of the Civil Rights Act of 1964 pro-
hibits discrimination based on race, color, or
national origin in Federal financial assistance
programs. Many agencies that provide such
assistance were not certain which of their
programs were subject to title VI, and some
did not realize they had responsibility for
determining compliance with title VI. In two
programs GAO reviewed, the agency did not
know, and GAO could not determine, if they
were administered without discrimination.

The Department of Justice--responsible for
coordinating the enforcement of title VI--
needs to provide better guidance to agencies
that provide financial assistance and improve
its monitoring of agencies' enforcement of
title VI.
