How The Law To Prevent Discrimination

And Encourage Minority Participation In

Railroad Activities Is Being Implemented

The Railroad Revitalization and Regulatory
Reform Act of 1976 provides that no person
shall be discriminated against in any program
or activity funded through financial assistance
under the act. The Federal Railroad Adminis
tiration is responsile for carrying out these
provisions. The act also directed the establish-
ment of a minority resource center to hell)
mi nority owned businesses participate in the
husitless generated from maintaining, rehabili
tat in g,  restructuring, improving, and  revital-
izin the Nation's railroads.


This report to the Chairrnan, Subcommittee
on Transportation, House Committee on Ap
propriations, and Congressman Bennett M.
Stewart: concludes that the Federal Railroad
Administration has not adequately implemen-
ted the nondiscrimination provisions of the
act. For example, financial assistance was
girated to a number of recipients before the
qetuiired affirmative action plans were approv-
c'd, and some plans still have not been approv-
ed. i lie Administiration also has not system-
aitically monitored recipients' progress toward
est a hl isted goals. The Administration has in-
itiatd actions which can improve its effec
tiveress.
