Identifying Boarding Homes Housing

The Needy Aged, Blind, And Disabled:

A Major Step Toward Resolving

A National Problem


Although the plight of many needy aged,
blind, and disabled persons living in boarding
homes has received national attention, the
question remains: How can the location of
these homes housing numerous Supplemental
Security Income recipients be identified?

GAO developed a computerized data retrieval
process which, when applied to SSI payment
records, would identify addresses of boarding
homes where SSI checks were being mailed.
HEW has agreed to assist in the identification
effort.

The report makes several recommendations to
the Secretary of HEW to help the States iden-
tify boarding homes and enforce required
standards.
