Urban Homesteading: A Good Program

Needing Improvement





Declining urban neighborhoods are being re-
vived by homesteading whereby an abandoned
house is given to a homesteader who must fix
it up and live there for a certain number of
years in order to receive title to the house.
The program holds promise but some im-
provements are needed.
The Department of Housing and Urban Devel-
opment needs to
     -identify houses difficult to homestead
     and decide what should be done with
     them,
     --encourage communities to use meth-
     ods proven successful,
     --monitor the homesteading program,
     --expand its reporting system and use
     the information gathered for mon-
     itoring the program, and
     --stop giving away for homesteading
     higher value, marketable houses that
     are located in unblighted neighbor-
     hoods.
