The Army has recently consolidated many headquarters manpower functions and has taken steps to solve other problems. But major weak- nesses will not be solved until the Army's top man- agement makes a long-term commitment to es- tablish a control and feedback system for managing human resources. Over 50 percent of total Army dollars is used for human resources.
