DOD Civilian Employees' Use Of

Sick Leave Before Retirement Is Still High






The Department of Defense is not doing all it
could to monitor and control sick leave usage.

GAO reported in 1974 that the military serv-
ices were permitting many civilian employees,
pending optional retirement, to exhaust their
sick leave. Compared with 1974, there were
fewer approvals for employees to exhaust
their sick leave before retiring. But employees
who retired in 1977 or 1978 used substantial
amounts of sick leave immediately before
retiring or intermittently throughout their last
year of service.

DOD should obtain sufficient medical evi-
dence before approving sick leave absences
and make greater use of its authority to re-
quire employees suspected of abusing sick
leave to furnish medical evidence for each
absence or to undergo a fitness-for-duty
examination.
