Report To The Congress

OF THE UNITED STATES

Noncontributory Social Security

Wage Credits For Military Service

Should Be Eliminated

Alilitary service is covered under the social se-
curity system. Both military members and the
Department of Defense, as their employer,
pay social security taxes on military basic
pay. However, members whose basic pay is
less than the social security taxable earnings
ceiling are credited with additional covered
earnings of up to $1,200 a year in excess of
basic pay. Neither the member nor the De-
partment of Defense pays taxes on these cred-
its. GAO recommends that the Congress elim-
inate the credits for future military service.
