        We have completed our review of the Military Postal
   Service (MPS) and have identified weaknesses in procedures
   and practices used to safeguard registered mail. In our opin-
   ion the military services were not adequately controlling U.S.
   registered mail tendered to U.S. commercial air carriers at
   overseas air terminals. Registered mail, which may have
   contained classified documents up to and including SECRET,
   was being

        --tendered to, secured, and controlled by foreign
          nationals;

        --tendered to commercial carriers under manifest
          documents which did not identify the mail as
          registered and which could not be used to hold
          the carrier responsible for losses; and

        --controlled, while in the hands of the carrier,
          under a system which did not permit timely verifi-
          cation of when or if the mail was dispatched and
          received.

        The above weaknesses, especially when considered collec-
   tively, caused serious concern over the security of classified
   material transmitted overseas as registered mail. The Assistant
   Secretary of Defense, Comptroller (Administration), is aware
   of the situation and has established requirements that U.S.
   personnel observe registered mail during the loading and
   unloading of aircraft and while in the hands of foreign
   nationals. We believe the proposed revisions, if properly
   implemented, will provide additional security needed to
