Does The Federal Incentive

Awards Program Improve Productivity?





Continued use of the Goverment Employees
Incentive Awards Program in its present form
at most agencies may have a more negative
impact on employee productivity than would
having no awards program at all.
Some aspects of Federal agency awards
programs should be modified; others should
be strengthened to include the following
essential components:
    --A linkage with organizational goals and
    objectives.
    --An objective performance evaluation
    system.
    --Managers who know how to use and are
    motivated to use incentive awards.
    --Awards that are timely and relevant.
    --An annual evaluation of the program's
    results.
The Civil Service Reform Act of 1978
provides a framework for significant change,
but its success will depend on individual
