Dear Mr. McKinney:

     Your January 3, 1979, letter requested that the General
Accounting Office look into how Calhoun's Collectors SocietybLLr 67/
received the name of Mr. John E. Gerli.?1lSh iletter,
Mr. Gerli expressed concern hat--h-i-s--name may have come from
a subscribers list * * * when I ordered Carson City silver
dollars from the GAO some years back * * *. He also said
that an investigation is in order if * * * someone in the
GAO    *  illegally sold a list of the silver dollars
subscribers.

/    As I am sure you know, the General Accounting Office
was not involved in the sale of T-he-Carson City silver
dollars, nor does it have a list of the bidders for the
silver dollars. This, of c6urse, is not- a functLQnor
responsibility of our o~ice.

     The General Services Administration handled the sale
of Carson City silver dollars. This sale, as well as the
issue of releasing Government mailing lists, was discussed
in our August 25, 1977, report to Congressman Charles A.
Vanik. (See enc. I.) In our report, we point out that
release policies for mailing lists are inconsistent among
Government agencies. For example, the General Services
Administration considers bidders lists to be public infor-
mation and, therefore, makes them available upon request.
(This includes the bidders list for the Carson City silver
dollars.) However, the Bureau of the Mint, which also
sells coins, views the release of its mailing list as an
unwarranted invasion of privacy; therefore, its mailing
list is not released.
