GAO found that variances between estimates and actuals are increasing. First estimates generally are less than actuals; second esti- mates have been greater than actuals. In fiscal year 1977, there was a $17 billion difference in first and second estimates. Government-wide net outlay figures do not include offsetting collections and offsetting receipts from business transactions with the public. Outlays from off-budget entities are also excluded.
