Authority: Federal Water Pollution Control Act Amendments of
    1972 (P.L. 92-500; 33 U.S.C. 1251). Clean Water Act of 1977
    (P.L. 95-217).

         Section 208 of the Federal Water Pclluticn Control Act
Amendments of 1972 authurized a planning program (referred to as
208 planni g) to be undertaken in areas with substantial water
quality control problems. The program bas evolved from an
optional one for urban regions to a mandatory one carried on by
local, State. and interstate planning agencies. Statutorj
requirements for planning include identifying: needs and 3ethods
for financing treatment works; agencies necessary to construct,
operate, and maintain facilities and carry out the plan; and
nonpoint sources of pollution and control measures. Planning
aqencies had up to 2 years to address these requirements,
complete initial plans, and submit then to the Environmental
Protection Agency (EPA).  Findings/Cowclusions: The statutory
2-year period was inadequate for comprehensive planning and for
developing information on pollution and water quality. Data on
effects of pollutants on water quality were inadequate or
unavailable. Waste-load allocations for polluters could be
subject to legal action if adequate cause/effect data are not
available. Other problems hindering 208 planning include: lack
of committed local funds to continue planning and carry cut
recommendations when Federal funds are exhausted, disagreements
a monq governental units which may hamper isplenenting pctential
solutions to water quality problems, and the need for public
participation programs more sensitive to local needs.
Recommendations: The administrator, FPA, should inform the
Congress of probless being experienced in 208 planning and
report on: how long it will take to acquire adequate
