          An exapination was conducted o the black lung inaefits
 the Social Security Administradion; the Department of aealt,
 ducationj and Velfare; and the Department of Labor paid to
 miners and eligible survivors of minors who also xeceived State
 workmen's compensation pnyments. Daring day 1978# Social
 Security paid $33.6 million in black lung benefits -a 145,251
 widows and their dependents, and the Depart.ment of Labor paid
 $216,000 to 933 widows and their dependents. In Ponnsylvania and
 Kentucky, uheie the eim-lnattjn vex performed, most of the
 workmen's compensation awards to Ainers were for disability due
 to pneuboconiosis. None of thi LW nwfits Social Security paid to
 widows of miners in Pennsylvan.a and Kentucky was rwdaced when
 they received State worknenOs ce.pensation payments; this was
 because Sccial Security consitA-ed the State payments as death
 benefits. In contrast, the Department of Labor routimely reduces
 black lung benefits to widows when they receive State worknent
 compensation because of their husbandls deaths. The Federal Coal
 Dire Health and Safety Act of 1969 should be amended so that
 comparable treatment will be provided to udowu receiving
 benefits from 7tatc workmen's compensation because of their
