          The Housing and Community Development Act of 1974
 requires communities tc certify in their applications for grants
 that their ccmmunity development programs are developed in
 accordance witn the act's statutory objectives and requires
 granteef to provide HUD with an annual performance report
 concerning activities under the programs and their assessment of
 how the activities relate to objectives. Findings/Conclusions:
 HUD is not obtaining the information it needs to evaluate
 community performance under the Community Development Block
 Grant program. Neither grant. application forms ncr grantee
 performance reports are providing information needed to
 determine whether programs have been developed in accordance
 with legislative objectives or to assess the progress of the
 programs. HUD has not satisfactorily performed pcstaudits and
 reviews of the use of block grant funds. It has not emphasized
 monitoring, and its monitoring efforts have not addressed
 substantive issues. Also, HOD's annual reports tc the Congress
 on the block grant program provide very little information cn
 the actual use of black grant funds and the progress of the
 program. New program regulations require communities to provide
 more detailed information in their applications, but furtheL
 changes are necessary. Recommendations: The Secretary of HOD
 should: revise the grantee performance report format to require
 specific information applicable to grantee goals and activity
 performance standards as shown in grant applications; revise the
 HOD monitoring handbook to assure that it provides guidance to
 field personnel for making substantive assessments of grantee
performance; and advise the Congress of specific acticns taken
or planne4 by HUD to obtain information on progress in
accomplishing program objectives, nn use of program funds, and
