         Pending legislation containz a provision requiring that
Supplemental Security Income (SSI) eligibilivy and benefit
payment amounts be determined on a mcathly rather than quarterly
bases. The Senate Committee on Finance, in its considexation of
the bill, is requiring the Social Secuzity Administratio.a to
experiment with various accounting periods and reporting
methodologies. Quarterly computation was established to miuimize
changes in the monthly benefit payments caused by income
variations, but this has not happened, and erroneous paysexts
are being made because of frequeit variations which a:.e aot
an%, -.ipated before the computation is aade. The prospective
4uai.erly accounting neriod also causes administrative problems
in processing overpayments. Many of the problems asacciatod with
the prospective quarterly accounting methodology can be resolved
if benefits are determined on a retrospective monthly basis,
with a !-month lag be vween the month used f.or eligibility
determinations and benefit calculaticns and the month irn which
payments ae made to recipients. The Social Security Act should
be amended accordingly with provis.ons to prevent recipie.uts
from initially being paid less when ccrverting to the nev
