         The United States is the world' i.rgest ccosumir of
materials and has become increasingly aependent on foreign
sources for materials. This :-terials supply ,probleu has creatqd
the need for £indinq new resources at home, imeroved extraction
and processing techniques, materials sutatitutes, and new
materials uses. Findinqg/Conclusions: Ibe Government's
materials research programs have not keen sanag~d cchesively and
could be costinq taxpayers millicna cf dcllars because of
unnecessary and duplicated research, appropriation of funds to
areas not related to national goals, and activities not
coordinated with thos.; outside the Federal Goternment. hany
orqanizations have recommended that a single manager be
desiqnated to oversee materials research, but so far, no one has
assumed this responsibility. The Office of Science and
Technoloqy Policy (OSTP), whose mission is to overzee the
Government's research and development 6E prolrams, could
provide tne necessary leadership, but ad(fitional infcrmation on
curLent research is needed to determine where to place emphasis.
The Smithsonian Science Information fxcbange SSIE) could
provide the research information, but it lacks informaticn on
private industry, and its informatic cn Federal agencies is
neither complete nor current.   Recommendatious: The Director of
OSTP should determine needs for data and fr materials RSD
budqet recommendations for the Officea of Management and Eudget
(OJMB). The President of SSIE should: take more effective
