         A previous GAO report which evaluated the repaitment ot
Defense's (DCD's) positions on c.ie.; CntainEd in the Defense
Manpower Commission report cocluded that DGDOs response to the
manpower Commission report lacked specific detail. In reEFcnding
to GAO recommendations, DOD stated thiat it agreed with tte
recommendations and was taking actior cn them. The House
Committee on Appropriations also required LOD to reicrt cn
recommendations made in the Manpower Ccmmissicn report.
Findinqs/Conclusions: In its report to the Fresident and the
Conqress, DOD concluded that the Commission focused cn tke majcr
staffinq issues facinq DOD and that rezults of the Commission
efforts have had considerable effect on LOC. LOD responded to
each of the 281 Commission recommendaticns, otservaticns, and
conclusions; it stated that it had acccplished 52, agreed with
105, aqreed in part with 43, disagreed with 67, and was studying
14. it disaqueed with the Commissicn cn issues pribarily in the
areas of its manpower management, officer career management, and
military compensation matters. Of the 14 ccnclusicns and
recommendations under study, 7 are in the area of military
compensation. In its final responses, DCD deferred taking a
position on s...x of the se7sn issues until the President's
Commission on Military Compensation issued its report. The
remaininq seven issues under study are in the areas cf sanjower
requirements, recruiting, development, utilization and tte
future of the all vclucteer force. DCE provided GAC with more
detailed ipformation on Commission statements with which it
aqeed, aqreed in part, or had under atody. DGL met the
requirements of the House Committee and the GAC recommendations.
