          Since 19b9 the Law Enforcement Assistance
 Administration (LEAA) has awarded over $5 billion to Ztate and
 local qovernments to reduce crime and delinquency. An atalysis
 of evaluations of the ispact and effectiveress of programs
 receiving these funds was summarized. indings/Ccncluricrs:
 Evaluation activities ¢f LIAA and the States have teen
 inadequate to meet planning, decisictmaking, and policynaking
 needs of isers concerned with the intergovermenta: ticck grant
 crime control proqram. For example: the alcunt and types of
 evaluation work had nzt been adequate, and quality of evaluation
 activities and products was questionable, evaluation information
 users' needs were not being met, the allccotioc and marugement
 ot evaluation resources needed improvement, and better
 coordinatioit of evaluation progrdm effcrts was needed. 1EA
 should place qreater emphasis upon tuilding evaluation into
 proqrams and projects before they are starred at the Federal,
 State, and local levels, and exercise greater leadership.
 Recommendations: The Congress should consider vxpamding LEAA's
 research, development, demcnstraticn, and evaluation role, with
 qreater involvement from State and local governments. The
 Attorney Genera), should direct LEAR tc Frovide for sutstantive
 involvement of State and local officials in formulati.g
 evaluation policies, guidelines, and requirements. S~ch efforts
 should include establishinq an evaluaticn coordinating committee
 and assessinq evdluation information feedback needs of States
 and localities periodically. The Attorney General shculd direct
 the Administrator of LEAA to: provide fcz the crganizational
 placement of evaluation responsibilities minimally at the Deputy
 Administrator level and provide for additicnal resources foL
 evaluation functions; increase the priority emlhasis af research
 and developmetit efforts; develop reliable data bases, evaluation
 measures, and assessment criteria to determine the impact of
 programs stimulate the use of proqraa-lev jl ard outcome
evaluatio.s; develop and require standaadied re10orting Systems;
