         The Civil Service Commission 4CSC) is responsible for
leadership in the Federal program for hiring, ;lacimg, and
advancing handicapped persons. A recemtly accepted
reorqanization plan will transfer functions related to this
proqram at tha Equal Employment Opportunity' Commission (EECC).
The Chair of the EECC will become a co-ctaiL of the Interagency
Committee on Handicapped Employees. findings/Ccnclusicms: Some
proqgress has been made towards imprcviag Federal employment
orrortunities tor the handicapped. Affirmative acticn plans are
required at all executive igencies, and a 5-year experimental
special emphasis program will soon be imp leented tc prcvide
expected hiring authority and special selectict procedures.
Complaint procedures hive been expanded tc include appeals tor
complaints of discrimination based on handicaps. Agency advisory
committees vere establishd, training ccures were develcpad,
and tests were modified to accommodate handicapped applicants.
The tollowinq pr .blemu remain unsolved: definitions C&
handicapped individuals and reasonable accommodationu are
vaque, attitudes of individuals hamper pzogress, ccordinated
research eftorts to develop assistive devices are lacking, and
restrictive physicaA requirements for federal positions
unnecessarily exclude some handicappdd persons. Alac, as
reported in 1974, CSC still is taking only an a-d.aozy role,
placement coordinators lacx adequate training ati time, and
proqram success cannot be measured because of the lack of
