          Iffirmative action programs were evaluated at the
 Department of Justice's Federal Prison System; Law Enforcement
 Assistance Administration; and offices, boards, and divisions.
 Findinqs/Conclusions: Some progress has keen made toward
 increasinq the represen-ation and improving the distributicn of
 women and minorities it the work fcrce. For example, from July
 1, 1974, throuqh December 31, 1976, tie number cf wcren in the
 offices, boards, and divisicns increased 151 while tctal
 employment increased 10%, and the number of teuale attorneys
 increased 77%. Hcwever, the number rf minority perscns at these
 orqanizations increased 7% while 'he total number of employees
 rose 10%. Women azd minorities remained largely concentrated in
 clerical and administrative occupations in all of tie buzeaus.
 Implementation of the programs was hampered because bureaus were
 not making internal evaluations, and training for managers and
 supervisors was not irovided. Coordiratics among bureaus in
 planninq proqrams was also lacking. ecommendaticns: The
