Report TO The Congress

Examination Of The Bureau Of

Engraving And Printing Fund's

Financial Statements For The

15 Months Ended September 30,1976,

And For, Fiscal Year 1977

The financial statements present fairly the
financial position of the Bureau of Engrav-
ing and Printing Fund at September 30,
1977 and 1976, and results of its opera-
tions and the changes in its financial posi-
tion for the Deri-)ds then ended in confor-
mity with princ'ples of accounting pre-
scribed by the Comptroler General.

In performing Its audit, GAO noted that the
Bureau cOulQ save interest costs by borrowing
funds from the Treasury to buy machinery
and equipment. This, however, will require
legislation. The Bureau has drafted a legisla-
tive proposal to that effect. The Congress
should favorably ccnsider legislation author-
izing the B,.'irau to borrow from the Treasury
for capital erquipment need;.
