         To efficiently and effectively carry cut its
operations, eacb Federal agency should establish and maritain
adequite internal control systems. Evaluation kas keEL deEcribed
a5 one 3f the most useful tools available to Federal officials
in addressing policy questions, deciding on policies and
proqrams, and providing information cn the efficiency and
eftectiveness of policies and programs. An evaluaticn sys ti's
overall effectiveness depends cn how %ell the compcnents of the
system specify proqram objectives and measures of effectiveness,
plan and coordinate evaluation activities, design and cu:duct
evaluation studies, and disseminate and use evaluation results.
Findinqs/Conclusions: Although the Department of Hcusing and
UrbarL Development flUD) has made strides in the area of
evaluation, it is not realizing its full potential fcr Etoviding
decisionMakers with information on whether programs and
activities are meetinq tizeir objoctivea. Although most BUD
p.:oqram evaluations describe program activity, :hey are not
aimed at assessing ProqresL' toward the prcgramse goals.
Performance evaluations had no established guide.ines for
measuring efticiency and effectiveness, and internal audits were
only minimally concerned with assessizg prcgrae effectiveness.
Although little duplication was evident, many proqram
evaluations did not address major program issues, interral
audits were primarily concerned with ccmpliance and economy and
efficiency, and HUD's research and tecknclcgy kudget did iact
accurately show the resources spent cn evaluating ongoing
pjoqrams. Many program evaluations were research oriented and
not designed to determine programa' achievements or object.ves.
In some cases, there were few or no mechanisms to. insuring that
evaluation products were accurate ard reasonable.
Recommendations: The Secretary of HUD   hculd direct that:
