         The Federal Highway Administraticn (FHUA) made three
surveys between June 1977 and Jantary 1978 asking States the
amount of Feleral funds they could obligate for the Special
Bridqe Replacement Proqram. State rearcas.s showed that they
could obligate abu   $493 million during fiscal year 1978. In
one of the surv,ys, he States -ere asked to estimate total
Federal-aid hiqhway obliqations for fiscal years 1978 and 1979
usinq tuo sets of responses--one assuming that present fiscal
and proqr-m conditions would continue and cae assuming that
these conditions would change favorably. The S6.8 sillicn
estimate for Pennsylvania in June 1977 represented total
estimated contract costs rather than call the Fedezal share, and
the estimate should have been reduced ky the 251 State share to
$5.1 million. Pennsylvania officials felt that they sight have
been able to increase their estimate by $5 million assuming 905
Federal participation, but any increase in the estimate would
have been restricted by the fict that there were not many
bridges desiqned and ready for construction. In the September
1977 survey, Pennsylvania officials indicated that they would be
unable to obliqate avy bridge prograi funds during fiscal year
1978 and 1973 unless proqram cosdJtions changed favorably.
Continuation of the overall Fedsral-aid highway construction
proqram in Pennsylvania was dependent cn the availability of
iocreased State revenues to match Pederal funds. (RRS)
