The basic objectives of the Army's Care cf Su~plies in
Storaqe (COSIS) proo1ram are to assure that the true condition of
material is continuously known and recorded, that accurate
resource requirements are established, and that material is
maintained in a readiness conditicn tc seet supply demands. The
COST5 prociram applies to both general sup plies and ammucition.
Although the 1975 Army requlation that estailished the COSIS
proqram stipulated it as a separate ard distinct Ercqram, it has
not been handled that way in practice. Neither headquarters nor
depots had overall management reportz summarizing Frogram
accomplishments and problems. One protlem the Army has Lad is
relatinq proqram accomplishments to tudget requests. The
indbility to shov whether program objectives have been attained
has c- .used reductions in program funding requests. COSIS
functions of inspections, care and preservatict, and equipment
exercisinq are not beinq carried out completely or accurately.
As a resu- , the true condition of material is not known, and it
is not beinq maintained in a state cf readiness. CCSIS can be a
viable program, out it needs to he tetter ranaged and executed.
The Secretary of the Army should adopt meatures to tetter manage
the COSIS proqram and ta. e corrective acticns to make &ure that
