Action Needed To Enhance

Effectiveness



Piggyback, the transportation of truck trailers
and containers on rail flatcars, offerq, in prin-
ciple, increased efficiency at a time when
saviig energy is of increasiig importance to
the Nation.

Some shippers who use trucks would use
piggyback more if there were better rales,
speeoier service, and easie- handling of loss
and damage claims. Interstate Commerce
Commission officials believe that railroads
generally do not promote piggyback bec.use
it may compete with their boxcar ser.ice--
boxcarq, with their 40-ear iifespan, represent
a subs ntial capital investment.

GAO makes a series of recommendations to
reduce these difficulties and conc;udes that
the primary impetus to increased piggyback
use must come fron: the railroads.
