          A review of the Federal pipeline saiety prcgram
 identified a number of significant probleis and weaknesses in
 the uroqram. The Office of Pipeline Safety O[etation-'(VOS) An
 the Department of Transportation has regulatory authority for
 the safe transportation of essentially all gas aad hu=-ardous
 liquids, but it has not fully or effectively ezercised this
 authority. Findings/Conclusions: OVSc has not: issuA' safety
 requlations governing all hazardous material pipelines, issued
 comprehensive Federal standards for liguefied natural gas
 facilities, issued stringent uafety rtandards for the
 transportation of highly volatile liquids, revised the liquid
 pipeline 3afety regulations, or systenatically reviewed existing
 pipeline safety regulations to assure that they are effective.
 In addition, OPSO has not provided the States with specific
 quidance for conducting pipeline safety prcgraus or estaklished
 minimum program quality criteria for State paxticipation.
 Improvements are needed by OPSO to ensure operator ccmpliance
 with established pipeline :afety standards. OPSO has not
 developed an effective data collecticn and analysis system, and
 only limited use has been made of data collected in the federal
 pipeline safety program. OESO's ability to conduct a
 comprehensive progrin has been adversejy affected by staffing
 problems and the continued absence of a permanent director.
 Recommendatxons: The Secretary of Translortation should direct
 OPSO to: issue safety regulations covering all gas and hazardous
 liquid pipelines, promptly develop and issue more ccaprehemaive
standards for liquefied natural gas facilities and more ;
stringent standards for highly volatile liquids, revise existing
